How to fix it
Confirm what the rejection says
If your numbers sit inside a platform like HighLevel, the interface may show the rejection without the code. Ask the platform's support team for the Twilio rejection error code in writing before you change anything.
Check whether the rejection matches your business
Look at your business description, website, opt-in flow and sample messages from the reviewer's point of view. Wording like helping people get out of debt, credit improvement or consolidation can push a legitimate business into the debt category.
Clean up anything that suggests a debt program
If you are not a debt relief business, remove or reword anything that reads that way, and make sure your sample messages and website describe your real services. The substance of the fix is yours to make — the business details, website and opt-in flow are not owned by the platform.
Resubmit — or use 10DLC if you are a debt business
If the rejection does not match your actual business, correct the submission and resubmit it; a resubmission within seven days goes to a priority review queue. If you genuinely run a debt reduction, consolidation or credit repair program, toll-free verification is not available — use a registered A2P 10DLC number instead.
This error means your toll-free verification request was rejected because the submitted business or messaging use case was identified as debt reduction. Debt consolidation, debt reduction and credit repair programs are not eligible for toll-free verification, even with consent, and since January 31, 2024, unverified toll-free numbers are blocked from sending to the US and Canada (1).
If the rejection does not match your actual business, contact support with information that clearly explains your business model, and resubmitting from the Regulatory Information tab within seven days puts the request in a priority review queue (1).
Note on timing: on September 15, 2026, Twilio began providing more granular toll-free and 10DLC registration error codes, so the exact code you see may differ from older guides — the fix described here still applies (2).
FAQ
Why was I rejected if I am not a debt relief company?
Reviews are automated first and can misread wording. If the rejection does not match your actual business, contact support with additional information that clearly explains your business model and messaging use case.
Are debt-related use cases ever eligible with consent?
No. Debt reduction, debt consolidation and credit repair programs are not eligible for toll-free verification, even when end users have provided consent.
